County Programs & Incentives
Local & County programs for business development are detailed below. Any queries related to these programs can be

Property Assessed Clean Energy (PACE):
Property Assessed Clean Energy (PACE) is a new way to finance energy efficiency and renewable energy upgrades to the buildings of
commercial property owners. Energy-saving measures pursued by the owners receive project financing and are repaid as a separate item
on their property tax assessment for a set period. PACE eliminates the burden of upfront costs by providing low-cost, long-term financing.
Employer Assisted Housing Program (EAH) -
Down Payment Assistance Program:
Today, communities across Greater Minnesota face increasing pressure to provide more affordable workforce housing. For
employers it's hard to find and keep workers when they cannot find nearby places to live. Without affordable housing, many
businesses cannot easily recruit or retain employees. In turn, communities seeking economic development opportunities
cannot recruit or retain businesses. An EAH program can help employers work in partnership with their communities to
address the affordable housing shortage, resulting in a stable workforce and a healthy local economy.
- Employers provide a grant under their own conditions to employees who meet the income guidelines.
- Greater Minnesota Housing Fund (GMHF) provides a match of up to $2500 per homebuyer. (GMHF guidelines will need to be met)
- MMCDC would administer these funds via the creation of a Down Payment Assistance Program, and provide marketing
material to participating employers. The objective of the Down Payment Assistance Program is to match GMHF funds
with local funds to be used for closing costs or provide for a down payment for low to moderate income first time
